Allan Lloyd Payne, Sr., born to Jack Clay and Pansy Lydia (Laird) Payne on April 15, 1929 in Collinsville, Oklahoma, passed away Sunday, August 27, 2017 in Tulsa, Oklahoma.

After graduating he joined the Air Force and served 3 years from 1947 to July 4th, 1950. He met the love of his life, Wanda, on July 5th, 1950 and they married in April 1951. Allan then left for Houston, Texas and worked there until 1952. He then returned to Tulsa and worked for the City of Tulsa as Chief Surveyor and Inspector for 39 1/2 years. Allan and Wanda were married 66 years.

Allan was preceded in death by his parents: Jack and Pansy; sisters: Kathlyn and husband Noel Franks and Millie Cart and husband Allen; brothers: William R. Payne and wife Evelyn, Barney and wife Norma Payne and Roger and wife Kay Payne.

He is survived by his wife: Wanda; children: Allan Lloyd Payne, Jr. and wife Karen, Curtis E. Payne and Sandra K. Payne; brother: Donald Leroy Payne and wife Joyce; sisters: Shirley Williams and husband Bruce and Brenda Sue James; grandchildren: Rachel Hernandez, Valerie McCoin, Laurel Payne and Benjamin Curtis Payne; great grandchildren: Maya, Zaida, Margot, Aurora, Cora and Quentin.

Allan loved the Boling family as brothers and sisters also: Glenna and Dub King, Lorene and Gerald Smith, Claudette and Ralph Moore, Beverly and Wayne Bickford, Doug and Lena Boling and Steve Boling; many nieces and nephews. Allan will be greatly missed by his family and many friends.

Viewing will be 10:00 a.m. to 8:00 p.m., Tuesday August 29, 2017 at Moore's Memory Chapel 1403 S. Peoria Avenue Tulsa, OK 74120.

Funeral service will be 1:00 p.m., Wednesday August 30, 2017 at Westport Baptist Church 7020 W. Old Keystone Rd. with interment to follow at Ridgelawn Cemetery 14476 S. 104th E. Ave. Collinsville, OK.
