She was born Feb 28, 1925 in Bristow, OK to Annie Elizabeth and Joseph Euel Cole. She was the youngest of six children. She graduated in the third class of Will Rogers High School, after which she ventured to California where she began secretarial work and had her first child. She returned to Tulsa, where she worked as a secretary at Standard Oil and Tri-State Insurance where she met Fred Steven, a statistician and Vice-Treasurer there. They married and she stayed at home with the children until her youngest was in High School when she went to work as an administrative assistant for University of Tulsa Law Library where she remained for 17 years. Later she took care of her granddaughters, worked for the Tulsa Chamber of Commerce, worked election polls, and became a greeter at Sam's Club. She was an active volunteer in her community, particularly in church, both at Eastside Christian Church and then First United Methodist Church of Tulsa, and held the position of Christian Women's Fellowship President and was a youth director. She even completed a 4-year Meninge Bible course.

She enjoyed reading and yard work and cooking comfort foods. Her greatest joy came from being with family and friends and also traveling. She traveled extensively and was full of adventure. Memorable trips include Europe, the Holy Lands, Philippines, and a marathon trek through the Dakotas, Wyoming, Utah, Montana, and Colorado. She stayed busy with bowling and bridge club and had won many friends with her vivacious personality, inviting smile and easy laugh.
