Carl was born in South Bend, Indiana. As a young man, he enjoyed fixing up bicycles in his bike shop and racing his race car at South Bend Motor Speedway.
He later moved to Goodman, Missouri and worked for the family business at RJ Auto Salvage. He loved gardening and working on small projects, and spent a lot of time tinkering in the garage and repairing things. Also known for being and excellant auto mechanic and welder, he enjoyed fabricating parts for his race car.
He has 3 surviving children, Michele Walters (Goodman, MO), Kelly Waite (South Bend, IN), and Jerry Hall (Joplin, MO). He has 2 surviving grandchildren, Stephanie Shilke (Frederick) of Pennsylvania, and Brady Daugherty of Pea Ridge, Arkansas. He has 3 surviving great-grandchildren, Michael Rettig, Madison Rettig, and Waylon Shilke (all of Pennsylvania).
His parents (Ruth E, and Carl Jack Hall Sr.), and 1 brother, (Michael J Hall) have passed before him.
