Frances was born on April 14, 1927, to William and Lillian Riley in Tulsa, Oklahoma, as one of five children.
Frances grew up in Tulsa and graduated from Holy Family Catholic School in 1944. After high school, she attended Draughons School of Business and was then employed as a billing clerk at MidContinent Petroleum from October 1944 to January 1948, after that she was employed by Stanolind Oil & Gas from March 1948 to June 1950.

During retirement, she and Ralph spent their time together volunteering for Meals on Wheels and Catholic Charities. They also did some traveling around the United States, documenting their adventures through Frances' love of photography.

She also volunteered many days helping out in the St. Pius X School cafeteria.
