TARTER, Joyce L., 57, passed away Thursday, December 18, 2014 in Claremore, OK. Born April 4, 1957 in Tulsa, OK to Jackie Leon and Maxie Ruth (Corbett) Goodwin. Graduate of Will Rogers High School Class of '75. She was a Warranty Manager for a trucking company. Preceded in death by her parents; brothers, David and Jeff Goodwin; husbands, Billy Carlton and Robert Tarter. Survived by her sister, Carol Givens of Broken Arrow, OK; nieces, Nicole Givens and Jamie Goodwin, all of Broken Arrow, OK; nephew, Nathan Givens of Norman, OK.
